Ordinance Exhibit DOrdinanceExhibitD DOWNTOWN RIVERFRONT LAND USE COMPONENTS CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 All construction activity for the Riverfront Park will occur approximately between May and November of 2020 and above the ordinary high-water line of the river bank.All replanting will occur in compliance with Erosion Prevention code requirements assuring that all exposed soil areas will be replanted or otherwise protected prior to the beginning of the rainy season. Completion of the newly graded bank will include removal of temporary basalt armoring,placement of fabric encapsulated soil lifts and subsequent heavy planting with native species.The primary goal is to assure that sufficient bank planting and stabilization are all in place prior to any type of potentially erosive activity such as rain,high river flows,high wind or other weather-related events.All planting will occur within 90 days of bank disturbance during the construction season,although seed establishment may take longer. Within the new bridge access path area,all plantings will be completed in fall of 2020 to assure compliance with Erosion Prevention requirements. Therefore,this standard is met. (e)Plantings shall not adversely affect adjacent protected water resources or existing native vegetation through shading or invasion by plant species introduced into the setback. Bank Enhancement Area All plantings will occur above the ordinary high-water line and are shown to either replace existing non-native invasive species or provide significant habitat enhancement to the bank of the Willamette River in this area.Native vegetation preservation below the Ordinary High-Water line is essential for continued bank stabilization and river edge shading during and post-construction.All trees and shrubs scheduled to remain will be preserved and protected with new plantings being maintained into the future to assure overall Willamette River bank enhancement and health in this prominent City location. No non-native invasive species plantings are proposed for this area as they would be detrimental to the substantial investment in native riparian plantings scheduled for enhancement areas Bridge Access Path Area All new planting areas are well above the ordinary high-water line in this area and will serve to provide a significantly enhanced area of the park that is currently unusable by the public,overgrown, and in overall poor condition.New paths and plantings will ensure a healthy native landscape,clear views,and a higher diversity of plantings.No existing native species will be shaded out by new plants in this area as new plantings will largely consist of shrubs and forbs. Therefore,this standard is met. (4)Construction Practices.Construction within the /WR conservation area,and within areas removed from the /WR conservation area shall comply with the following standards: (a)For purposes of this subsection,heavy machinery is defined as motorized or mechanized machinery or equipment capable of deliberately or inadvertently damaging vegetation,or damaging or compacting soil.The following standards shall apply to use of heavy machinery within the /WR conservation area: City of Eugene FINAL SUBMITTAL 90July 17, 2019, Work Session – Item 2
