Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />The proposal does not include low-volume parking areas,foot paths,or lightly used access roads. <br />Therefore,this standard does not apply. <br />(7)Site Layout.On sites where the /WR conservation area is reduced,high <br />intensity uses within the entire development site,including high volume <br />traffic lanes and truck loading docks,shall he designed and located so that <br />adverse impacts to wetland and riparian habitats within the /WR <br />conservation area are minimized to the greatest extent practicable. <br />The proposal does not involve the reduction of /WR conservation areas for the construction of high <br />intensity uses.As noted previously,proposed impervious surfaces include the Ruth Bascom Trail,two <br />new overlooks (North Overlook at 5th Avenue and South Overlook near the Steam Plant);pedestrian <br />walks and seat walls;a shade pavilion (5th Avenue);and wood viewing decks and seating structures. <br />The proposed impervious surfaces associated with the Riverfront Park design are important <br />components of the public improvements and designed to be fully accessible and provide critical visual <br />access to the Willamette River and the riparian landscape beyond. <br />Therefore,this standard is met. <br />(8)Lighting.Within the /WR conservation area,and within areas removed from <br />the /WR conservation area,outdoor area lighting shall be prohibited,except <br />to illuminate walkways,bike paths,pedestrian gathering areas,and parking <br />areas,where these facilities are intended to be used after dark.Outdoor area <br />lighting is lighting designed to illuminate an outdoor activity area,trail or <br />bicycle path.Where lighting is to be provided within the /WR conservation <br />area and within areas removed from the /WR conservation area,the <br />following standards shall apply: <br />(a)Illumination for walkways,pathways or pedestrian gathering areas <br />shall be no more than an average maintained luminance of 0.5 foot- <br />candle at grade. <br />The proposed Riverfront Park design includes site lighting for the Ruth Bascom Trail (a bike path), <br />walkways,and gathering areas including overlooks,a shade pavilion,viewing decks,and seating <br />structures,which are all planned for use after dark.Site lighting is an integral component of public <br />safety.All proposed lighting of walkways,pathways,and pedestrian gathering areas will not exceed an <br />average maintained luminance of 0.5 foot-candle at grade,as assured through review and approval of <br />the Construction Permit for the Riverfront Park project. <br />Accordingly,this standard is met. <br />(b)Output from all other light sources shall be no more than an average <br />maintained luminance of 0.9 foot-candle at grade. <br />All proposed output from other light sources will not exceed an average maintained luminance of 0.9 <br />foot-candle at grade,as assured through review and approval of the Construction Permit for the <br />Riverfront Park project. <br />Accordingly,this standard is met. <br />City of Eugene 95FINALSUBMITTALJuly 17, 2019, Work Session – Item 2
