July 17, 2019, Work Session – Item 1 <br />EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br />Work Session: Homeless Systems Implementation Plan Meeting Date: July 17, 2019 Agenda Item Number: 1 Department: Central Services Staff Contact: Peter Chavannes <br />www.eugene-or.gov Contact Telephone Number: 541-682-5371 <br />ISSUE STATEMENT The purpose of this work session is for City Council to discuss and take action on recommendations to move forward implementation of the Technical Assistance Collaborative’s Shelter Feasibility Study (Attachments A and B). The recommended actions are: <br />•Purchase and erect a structure to function as a low-barrier emergency shelter ($836,000) <br />•Hire a Strategic Initiatives Manager to lead a collective impact process toward emergencyshelter development, permanent supportive housing ($525,000) development, andsupportive services resourcing and coordination <br />•Pilot a mobile street team that consolidates outreach, diversion case management, andnavigation services ($200,000) <br />•Pilot a landlord engagement program that incentivizes private sector landlords tocontribute to the supportive housing inventory ($60,000) <br />•Establish a reserve (contingency) fund to respond nimbly to emerging opportunitiesrelated to system transformation ($279,000)The $1.9 million allocated by City Council for a future public shelter and pursuing services to address homelessness is the funding source identified to implement the recommended actions. <br />BACKGROUND In the spring of 2018, Lane County, with the participation and additional funding support of the City of Eugene, selected the Technical Assistance Collaborative to conduct a shelter feasibility study for Lane County. An additional component of this study was to analyze the systems map, homelessness data, best practices and an understanding of local economic conditions, to produce a final report related to homeless services and public shelter options. This report set the stage for policy makers, community providers and the community at large to begin having policy discussions about how to address the recommendations provided by TAC. Following the delivery and approval of the final Technical Assistance Collaborative Homelessness Systems Analysis Report (titled “Shelter Feasibility Study”) that was presented to Lane County and City of Eugene elected officials on January 22, 2019, each elected body passed motions directing
