July 17, 2019, Work Session – Item 1 <br /> <br />the County Administrator and City Manager to work together to establish, by May 1, 2019, a framework for implementing the recommendations in the TAC report. The City and County determined that the appropriate next step would be for each organization to assign a manager tasked with co-leading the process of developing the implementation framework. In consultation with a steering committee comprised of Mayor Lucy Vinis, Councilor Claire Syrett, County Commissioners Pat Farr and Heather Buch, City Manager Jon Ruiz, County Administrator Steve Mokrohisky, Poverty and Homeless Board members Pat Walsh and Kris McAlister, project leaders developed a framework for implementing the 10 recommendations delivered in the Public Shelter Feasibility Study (Attachment C). On May 13, 2019, City and County staff charged with leading the development of the TAC implementation framework presented to elected officials at a joint work session a Homeless Service System Transformation Framework. Within that framework, the City and County identified several immediate actions to respond to and homelessness in the short term as both organizations collaborate to develop a more strategic approach. City Council and Lane County Commissioners supported the framework and directed staff to return in the appropriate amount of time with specific budget items. Specific recommendations for allocating $1.9 million in support of the City of Eugene’s and Lane County’s homelessness system will be presented at the work session. <br />PREVIOUS COUNCIL DIRECTION January 22, 2019: Joint Work Session Move to assign Managers from the City of Eugene and Lane County to develop recommendation implementation framework.
