Ms. Bohman noted that the requested action would have a discount for Eugene residents for all <br />programs requiring a fee. <br /> <br />In response to a question from Councilor Pap8 regarding whether the City could direct, request, or <br />require the school districts to make more of their programs fee-based so fees could be discounted <br />for in-city students, Ms. Bohman acknowledged that it would be possible but expressed a desire to <br />have a member of the school district respond. <br /> <br />Councilor Pap8 said he was particularly interested in getting financial help to the school districts <br />but stressed that City taxpayer money should only go to Eugene residents. <br /> <br />Councilor Taylor raised concern over discrimination against any students. She said if a student <br />attended a school they should pay the same fees and have the same privileges as everyone else. <br /> <br />In response to a question to representatives from the school district from Mayor Torrey regarding <br />whether there was a reason the amendments should not be passed, Kent Hunsaker of the Bethel <br />School District raised concern over the definition of "additional funding." <br /> <br />Councilor Bettman changed her mind and said she would not support the amendments. She said <br />it was up to the voters to decide whether the levy was good for the community. <br /> <br />Councilor Kelly said he would support the amendment. <br /> <br /> Roll call vote; the amendment passed, 6:2; with Councilors Farr and Bettman <br /> voting in opposition. <br /> <br />Mr. Klein suggested inserting in Finding L in the second line the following wording: "...beyond the <br />amount anticipated for the four year period as of June 2002." <br /> <br /> Councilor Kelly, seconded by Councilor PapS, moved to amend the motion by <br /> inserting the language recommended by Mr. Klein. <br /> <br />In response to a question from Councilor Bettman regarding school budget cuts and when the <br />restoration of funds would be, Ms. Bohman said there would not be any restoration in the first part <br />of 2003. She said the school districts were planning to do partial restoration in mid-year if the <br />bond passed. <br /> <br /> Roll call vote; the amendment passed unanimously. <br /> <br />Speaking to the main motion, Councilor Farr expressed his pride that the council could affect the <br />quality of the local schools. <br /> <br />Councilor Rayor said he would not support the resolution because there was no contact with the <br />State Legislature. He said the State Legislature was robbing school funding from the funding of <br />the next two years. He said the State Legislature was handling its finances no better than Enron <br />or World Com.
