Transportation System Funding Project <br />Overview of Individual Funding Options <br />Broadened SDCs <br />Transportation SDCs are used to finance a portion of capacity-oriented improvements <br />Brief <br />(arterial/collector streets). This option would expand the use of SDCs to assist in the <br />Description of <br />funding of transportation systems within the Urban Growth boundary that are not under <br />Funding Option <br />City jurisdiction (State and Lane County). Road fund revenues that would otherwise be <br />used by these agencies to finance SDC-eligible improvements could be then allocated to <br />the City for other road funding needs within the UGB. <br />Currently, the City of Eugene collects a regional wastewater SDC for MWMC. It is <br />Precedence <br />likely that the City of Eugene will collect a regional parks SDC for Lane County. <br />(prior Council <br />Collection of SDCs, in general, have mitigated the investment that the community would <br />history, other <br />otherwise need to make through road funds or other sources to meet growth needs. Staff <br />jurisdictions? <br />are unaware of any other jurisdictions transferring road funds in exchange for SDCs. <br />practice, etc.) <br />Transportation SDCs are calculated based on the number of trips that are generated by a <br />Calculation Base <br />new development proposal. The number of trips are based on studies of similar <br />and Typical <br />developments types which are recorded in an ITE manual. The number of trips are then <br />Rates <br />multiplied by the cost per trip. A typical single family residential home generates an <br />equivalent of 1.01 trips, and the typical fee is $738. Commercial/industrial development <br />pays a fee based on the 1000 gross square feet of the building and number of trips for the <br />development type. <br />New development, re-development, infill, etc. pay the fee at the time of building permit <br />Incidence (who <br />issuance if additional or new impact is created by the proposed development. <br />pays?) <br />Development is creating an impact on the transportation system within the UGB <br />Fairness/Equity <br />regardless of which jurisdiction is responsible for the roadway. Collecting a fee to pay <br />Issues <br />for this impact is consistent with growth management and Transplan policies. <br />Lane County has a limited number of arterial/collector streets that remain under their <br />Estimated <br />jurisdiction within the City of Eugene UGB. Lane County is currently considering <br />Revenue Yield, <br />developing a transportation SDC to offset the investment they would otherwise make <br />Administration/ <br />with road funds. Lane County?s CIP has currently identifies approximately $9.7 million <br />Enforcement <br />for several improvements within the UGB over the next six years. The road funded <br />Costs <br />elements of these projects that could be replaced by a Transportation SDC, if established, <br />and then be allocated to Eugene. A similar scenerio could be established for ODOT <br />improvements that would provide capacity for growth. <br />I3 <br />
