Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />through WR105.1 (Exhibit B.3 Water Resources Standards Review Plan Set)detail the proposed <br />Riverfront Park improvements. <br />The proposal amends the S-DR Zone (Exhibit A).The S-DR Zone was designed with the specific intent <br />of compatibility with nearby uses including recreational lands.The S-DR Zone includes height <br />standards that restrict the maximum height of buildings as development approaches cultural <br />landscape and open space areas adjacent to the Willamette River,thus creating a step-down effect that <br />limits the scale of buildings near recreational areas.The maximum height of buildings in the proposed <br />S-DR/CL sub-district,the designation for cultural landscape and open space areas,is 30 feet consistent <br />with maximum height standards in the NR and PRO Zones. <br />The proposal is designed to ensure compatibility with adjacent uses.The above findings demonstrate <br />the proposals compatibility with recreation lands,parks,and open space owned by the City.Based on <br />these findings,this criterion is satisfied. <br />(6)When site review approval is required,the proposed development will be <br />consistent with the applicable site review criteria. <br />The proposal does not involve or require Site Review.This criterion does not apply <br />(7)The proposal complies with all applicable standards explicitly addressed in <br />the application.An approved adjustment to a standard pursuant to <br />provisions beginning at EC 9.8015 of this land use code constitutes <br />compliance with the standard. <br />The above findings demonstrate compliance with applicable standards explicitly addressed in this <br />application.No adjustment to standards is requested or needed.Therefore,this criterion is satisfied. <br />Based on the preceding findings,the request is consistent with applicable Willamette Greenway permit <br />criteria of approval. <br />City of Eugene 59FINALSUBMITTALJuly 22, 2019, Work Session – Item 3
