Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />3.5 Tentative Subdivision <br />This section documents the applicable application procedures and approval criteria in accordance <br />with EC 9.8500. <br />EC 9.7007 Neighborhood/Applicant Meetings. <br />(1)This section applies to the following types of applications: <br />(a)Type II:3-lot partitions,tentative subdivisions,tentative cluster <br />subdivisions and design reviews; <br />The required neighborhood/applicant meeting took place on March 28,2019,from 5:30 pm to 7:00 <br />pm in the Eugene Downtown Public Library.Notices were mailed in accordance with the <br />requirements of EC 9.7007,and three signs were posted along the perimeter of the site.The full <br />documentation of the notice,signage,and materials provided at the meeting is provided in Exhibit F. <br />EC 9.8505 Applicability of Subdivision.Tentative Plan Applications.Requests to create 4 or <br />more lots shall be subject to the subdivision provisions of this land use code under <br />a Type II application process.A subdivision application that also involves a PUD <br />request may not be submitted until a decision on the tentative PUD approval is <br />final.(Refer to EC 9.8305 Applicability.)No development permit shall be issued by <br />the city prior to approval of the subdivision tentative plan application. <br />The proposal will result in the creation of 17 lots and new public right-of-way.A Tentative Subdivision <br />is required.As part of a comprehensive package of land use applications,the application will be <br />processed concurrently with other applications.Rather than the Type II land use application process, <br />the subdivision will be reviewed concurrently under the higher classification type. <br />EC 9.8510 Subdivision.Tentative Plan Application Requirements.In addition to the <br />provisions in EC 9.7010 Application Filing,the following specific requirements <br />shall apply to tentative subdivision plan applications: <br />(1)All tentative subdivision applications shall be prepared by an Oregon <br />licensed land surveyor and shall include a preliminary title report. <br />The tentative subdivision application includes a tentative plat prepared by EGR and Associates <br />licensed surveyors in the state of Oregon.The tentative plat (see Exhibit B.2)includes the <br />corresponding licensure credentials and stamp.The tentative subdivision plan sheets provided for <br />context and reference are included with the comprehensive application package.These documents <br />were prepared by KPFF,an engineering firm that includes both licensed Professional Engineers and <br />licensed land surveyor in the state of Oregon. <br />A preliminary title report is provided in the exhibits to the overall package of land use applications. <br />See Exhibit M.This application requirement has been fulfilled. <br />(2)The application shall include all contiguous undeveloped or partially <br />developed property under the same ownership as the subject property,be <br />signed by the owner of the property,and include such related information as <br />prescribed by the planning director. <br />City of Eugene FINAL SUBMITTAL 60July 22, 2019, Work Session – Item 3
