Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />As indicated below,the proposed Tentative Subdivision will demonstrate compliance with the General <br />approval criteria of section EC 9.8515.This application requirement has been met. <br />Approval Criteria -Supporting Facts and Finding <br />EC 9.8515 Subdivision.Tentative Plan Approval Criteria -General.The planning director <br />shall approve,approve with conditions,or deny a proposed subdivision.Approval, <br />or approval with conditions shall be based on compliance with the following <br />criteria: <br />(1)The proposed subdivision complies with all of the following,unless <br />specifically exempt from compliance through a code provision applicable to a <br />special area zone or overlay zone: <br />(a)EC 9.2000 through 9.4170 regarding lot dimensions and density <br />requirements for the subject zone and overlay zone.Within the /WR <br />Water Resources Conservation Overlay Zone,no new lot may be created <br />if more than 33%of the lot,as created,would occupy either: <br />1.The combined area of the /WR conservation setback and any <br />portion of the Goal 5 Water Resource Site that extends landward <br />beyond the conservation setback;or <br />2.The /WQ Management Area. <br />The tentative subdivision area totals 15.9 acres and is entirely within the Downtown Riverfront <br />Special Area Zone (S-DR),with several existing lots also zoned /WR Water Resources Conservation <br />Overlay Zone.The tentative subdivision complies with the applicable standards of the S-DR zone.The <br />S-DR zone requires neither specific lot areas and dimensions nor minimum or maximum densities. <br />Instead,the zone relies upon tailored design standards codified in subdistricts and overlay <br />subdistricts,as well as a height regulating plan (Figure EC 9.3155(2)),to produce the desired urban <br />form,streetscapes,and human-scaled development. <br />The tentative subdivision creates 17 lots,listed in Table 5-1 below.Each lot within the tentative <br />subdivision boundary falls within either the MU Mixed Use or CL Cultural Landscape &Open Space <br />subdistrict in accordance with the S-DR Zone Regulating Plan on Figure EC 9.3135.Additional design <br />standards are applied to the future development that will occur on certain lots based on inclusion in <br />either the EC 9.3181 Mixed Use Active Overlay (see lots listed as /2 in Table 5-1.,below)or EC 9.3182 <br />Mixed Use People Overlay sub-districts (see lots listed as /I in Table 5-1.,below). <br />City of Eugene FINAL SUBMITTAL 62July 22, 2019, Work Session – Item 3
