Ordinance Exhibit DOrdinanceExhibitD DOWNTOWN RIVERFRONT LAND USE COMPONENTS CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 3.0 APPROVAL CRITERIA AND STANDARDS 3.1 Code Amendments The proposal involves amendments to the City's land use code (Eugene Code,Chapter 9)to amend the S-DR Downtown Riverfront Special Area Zone and revise other development standards and criteria for consistency with the proposed amendments.Revisions to other development standards and criteria are included as part of Exhibit A:Code Amendments.Findings of compliance with applicable approval criteria for the proposed amendments are provided under EC 9.8065. EC 9.8065 Code Amendment Approval Criteria.If the city council elects to act,it may,by ordinance,adopt an amendment to this land use code that: (1)Is consistent with applicable statewide planning goals as adopted by the Land Conservation and Development Commission. The following findings demonstrate the proposed amendments'consistency with applicable Statewide Planning goals. Goal 1 -Citizen Involvement:To develop a citizen involvement program that insures the opportunity for citizens to be involved in all phases of the planning process. The City has acknowledged provisions for citizen involvement that ensure the opportunity for citizens to be involved in all phases of the planning process and that set out requirements for such involvement in compliance with Goal 1 (see OAR 660-015).The proposal does not amend the City's citizen involvement program,and the process for reviewing the proposal complies with Goal 1 since it complies with,and surpasses the requirements of,the citizen involvement provisions. While not required for a demonstration of compliance under Goal 1,the planning processes for the Downtown Riverfront Concept Plan 4,the Riverfront Park development,and the Steam Plant revitalization have included many City Council (Council)meetings and Riverfront Urban Renewal Agency (Agency)Board meetings,as well as other public meetings and community events preceding the current,formal adoption process.The process to prepare the proposed amendments has employed significant public involvement opportunities,which are detailed in Exhibit 0:Downtown Riverfront Public Information Opportunities,summarized below.
