Ordinance Exhibit DOrdinanceExhibitD <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1,RA 19-1,Z 19-5,WG 19-3,ST 19-3,and SDR 19-2 April 19,2019 <br />The proposed amendments are specifically intended to facilitate downtown development and <br />redevelopment in accordance with the Downtown Plan and Downtown Riverfront Concept Plan.The <br />amendments and zone change do not affect the amount of land designated or zoned for residential use <br />and will have no direct impact on the existing supply of or any existing residentially designated land. <br />Therefore,the code amendments are consistent with Statewide Planning Goal 10. <br />Goal 11 -Public Facilities and Services:To plan and develop a timely,orderly and <br />efficient arrangement of public facilities and services to serve as a framework for <br />urban and rural development. <br />Goal 11 (OAR 660,Division 11)requires cities and counties to develop and adopt a public facility plan <br />for areas within an urban growth boundary containing a population greater than 2,500 persons.The <br />purpose of the plan is to help assure that urban development in such urban growth boundaries is <br />guided and supported by types and levels of urban facilities and services appropriate for the needs and <br />requirements of the urban areas to be serviced,and that those facilities and services are provided in a <br />timely,orderly,and efficient arrangement,as required by Goal 11. <br />The 2001 Eugene-Springfield Public Facilities and Services Plan (PFSP)is the locally adopted plan that <br />demonstrates compliance with the Goal 11 requirements,and there are no proposed amendments that <br />would affect compliance with Goal 11 or its administrative rules.Therefore,the proposed <br />amendments are consistent with Statewide Planning Goal 11. <br />Goal 12 -Transportation:To provide and encourage a safe,convenient and economic <br />transportation system. <br />Goal 12 is implemented through the Transportation Planning Rule (TPR,OAR 660-12).Trans Plan and <br />the Eugene 2035 Transportation System Plan (2035 TSP)provide the regional policy framework <br />through which the TPR is enacted at the local level. <br />Transportation Planning Rule (TPR)Evaluation <br />Goal 12 Transportation must be specifically addressed as part of the proposed amendments and zone <br />change and in the context of Oregon Administrative Rules,as follows.As adopted,OAR 660-012- <br />0060(1)states <br />(1)If an amendment to a functional plan,an acknowledged comprehensive plan, <br />or a land use regulation (including a zoning map)would significantly affect an <br />existing or planned transportation facility,then the local government must <br />put in place measures as provided in section (2)of this rule,unless the <br />amendment is allowed under section (3), (9),or (10)of this rule. <br />The proposed zone change is subject to subsection (9),which reads as follow <br />(9)Notwithstanding section (1)of this rule,a local government may find that an <br />amendment to a zoning map does not significantly affect an existing or <br />planned transportation facility if all of the following requirements are met. <br />(a)The proposed zoning is consistent with the existing comprehensive plan <br />map designation and the amendment does not change the plan map: <br />City of Eugene FINAL SUBMITTAL 24July 22, 2019, Work Session – Item 3
