<br />July 22, 2019, Meeting – Item 5 <br />EC 2.996(1)(b) establishes that for City Council-referred measures, the argument in favor and the rebuttal to the opposition argument are to be prepared by one or more of the councilors who voted in favor of the measure. <br />PREVIOUS COUNCIL DIRECTION June 10, 2019, City Council Work Session <br /> <br />MOTION: Councilor Taylor, seconded by Councilor Semple, moved to adopt Attachment C, a Resolution Calling a City Election on November 5, 2019, for the Purpose of Referring to the Legal Electors of the City of Eugene a Charter Amendment that Caps the Rate and Limits the Use of the City’s Payroll Tax. PASSED 6:2, Councilors Zelenka and Yeh opposed. <br />COUNCIL OPTIONS 1. The council may approve the suggested motions below. 2. The council may provide other direction to staff. <br />CITY MANAGER’S RECOMMENDATION The City Manager recommends approval of the suggested motions. <br />SUGGESTED MOTIONS A. Move to direct the City Manager to include on a supplemental budget sufficient appropriation offset by General Fund contingency and the Reserve for Revenue Shortfall to pay the City’s portion of the cost for the November 5, 2019, special election and to produce the voters’ pamphlet. B.
