DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 <br />Ordinance Exhibit D <br />19,2019 <br />shown in Exhibit B.1 (see Sheet R1.0 Regulatory Plan). Exclusion of the "prior developed areas" means <br />that none of the lots created by the tentative subdivision will have more than 33% covered by the /WR <br />conservation area in accordance with criterion (1)(a), described above. <br />The Water Resources Conservation Overlay Zone and associated setback affects the abutting riverfront <br />park property that runs parallel to the Willamette River. Development of the public park addresses <br />the /WR Overlay standards through the complementary and current Standards Review land use <br />application (See Approval Criteria and Standards, Section 2.6) that is part of the comprehensive <br />application package. <br />There is not a /WQ Management Area on the site. Based on the findings, this criterion is met. <br />(b) EC 9.6800 through EC 9.6875 Standards for Streets, Alleys, and Other <br />Public Ways; and <br />The site is bounded by High Street to the west, the railroad to the west and south, the City's future <br />riverfront park to the east, and generally East 4th Avenue to the north. As a prior single -use industrial <br />site, there were few access points and no internal streets. The subdivision establishes a street grid by <br />extending existing City rights-of-way for East 5th Avenue, Mill Street, and Ferry Street into and through <br />the site. The site is governed by standards in the S -DR zone. The S -DR zone includes unique standards <br />for streets, alleys, and other public ways that are tailored to the overall site design. These design <br />concepts and standards include right-of-way widths, widths of drive aisles, sidewalks, and accessways <br />or paths, street tree planting, on -street parking bays, and overall block structure and street layout. The <br />S -DR zone explicitly exempts the site from EC 9.6815 Street Connectivity Standards and EC 9.6870 <br />Street Width Standards. As demonstrated in Exhibit B.2 (see Sheets C6.0 -C6.2), the proposed <br />subdivision complies with the EC 9.3160 standards. <br />High Street and West 4th Avenue are existing major collector streets that are built to rights-of-way and <br />paving widths that exceed the minimum standards in Table 9.6870. The physical characteristics of <br />these two streets are not controlled by the S -DR zone street design standards described above. <br />The S -DR zone includes both a street network map (Figure 9.3160(1)) and corresponding sections and <br />plans for each street type, alley, or accessway. The public streets and private alley are assigned street <br />types, as follows. The street plan and sections include the site-specific details. <br />Table 5-2.
