As per EC 9.4920, "prior <br />developed areas" are exempt from inclusion in the conservation area. The tentative subdivision area is <br />currently developed with buildings or paved and gravel parking, as shown on Sheets C1.0 and C1.1 <br />Existing Conditions Plan. In 2013, the Eugene City Council enacted land use code amendments <br />affecting the downtown riverfront redevelopment site through the adoption of Ordinance 20513. <br />Exhibit 9 thereto established and formalized the "prior developed areas" which are effectively <br />excluded from regulation under the /WR overlay standards.
