Ordinance Exhibit D <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />2) Riparian Enhancement - Non-native Species Removal, Pruning, and Planting <br />In the narrower areas of the site, riparian enhancement activities will be limited to removal of <br />non-native invasive species; pruning of trees to remain for tree health and improved views; <br />and planting in the voids of the existing bank armament structures to promote new growth on <br />the river bank. <br />3) Conservation Area Enhancement - Grading, Access, and Replanting <br />At the very north end of the site between the EWEB North headquarters building and the Peter <br />DeFazio Bridge, the project will construct an accessible path and renovate an area above the <br />bike path with new native plantings. The area is currently overgrown with many non-native <br />invasive species and has several concrete paths for viewing the river. This area is located <br />within the Goal 5 Resource Conservation Setback for the Willamette River and as such will be <br />revegetated with native riparian species. An accessible path will bring park visitors to the top <br />of the bridge and provide additional seating and viewpoints along the way. <br />Based on these findings, the proposal protects and enhances the natural vegetative fringe to the <br />maximum extent practicable without precluding the requested use. This criterion is satisfied. <br />(d) Preservation of scenic qualities and viewpoints as identified in the <br />Metropolitan Plan Natural Assets and Constraints Working Paper. <br />The Metropolitan Natural Assets and Constraints Working Paper does not identify any scenic qualities <br />or viewpoints on the subject site. This criterion does not apply. <br />(e) Maintenance of public safety and protection of public and private <br />property, especially from vandalism and trespass in both rural and <br />urban areas to the maximum extent practicable. <br />As provided by Goal 15, Willamette River Greenway, Section J (OAR 660-015-0005): <br />"Nothing in this Goal is intended to authorize public use of private property. Public use of private <br />property is a trespass unless appropriate easements and access have been acquired in allowance <br />with law to authorize such use." <br />The proposal does not encourage trespass on private property. Public safety will be maintained <br />through the provision of several key public improvements, and all public improvements will be <br />constructed in accordance with standards specified in EC 9.6505. Namely, the Ruth Bascom River <br />Loop path runs along the existing top of bank through the Downtown Riverfront Park site and will be <br />relocated and reconstructed as a key transportation connection through the west edge of the Riverfont <br />Park. The path will be rebuilt to separate bicycles and other faster modes of transport from <br />pedestrians with construction of two paths separated by landscaped areas. Several view corridors <br />extend over the river bank and capture key views up and down the Willamette as it bends northward, <br />as illustrated on Figure EC 9.3155(3). The view corridors are aligned with key street corridors that <br />extend into the redevelopment site and are intended to reinforce a connection to the river. <br />In addition, secondary pedestrian paths will meander closer to the river and provide additional <br />viewing points, as illustrated on Figure EC 9.3185. The proposed circulation system within the <br />Riverfront Park site provides physical and visual access to and throughout the site, enhancing public <br />safety and welcoming general occupation of the space, which will ideally reduce risk of vandalism. <br />City of Eugene FINAL SUBMITTAL 57 <br />
