Ordinance Exhibit D <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />In terms of additional safety, the improved and relocated Riverbank Trail, a multi -use path, will be lit <br />in accordance with accessway lighting standards and designed to accommodate emergency vehicles. <br />Benches, seating areas, and the requisite trash receptacles and bicycle racks will also provide the site <br />with basic critical amenities. Seat walls, stairs, and shaded seating structures will provide a variety of <br />seating opportunities, and park lighting will provide safe night-time bicycle and pedestrian <br />movements through the site and accommodate evening programming and community activities. <br />Lighting closer to the river along the pedestrian paths and at the overlooks will strike a balance of <br />operating at a lower light level to accommodate habitat concerns, but bright enough to see the path <br />and maintain a level of security critical to the overall success of the park and visitor comfort. <br />Overall, proposed S -DR Zone (Exhibit A) development standards, as amended, are consistent with <br />those in the land use code and will contribute to foster public safety and protect of public and private <br />property. Based on these findings, this criterion is satisfied. <br />(f) Compatibility of aggregate extraction with the purposes of the <br />Willamette River Greenway and when economically feasible, applicable <br />sections of state law pertaining to Reclamation of Mining Lands (ORS <br />Chapter 517) and Removal of Material; Filling (ORS Chapter 541) <br />designed to minimize adverse effects to water quality, fish and wildlife, <br />vegetation, bank stabilization, stream flow, visual quality, noise, safety, <br />and to guarantee necessary reclamation. <br />The proposal does not involve aggregate extraction nor will it have any impact on existing aggregate <br />resources. This criterion does not apply. <br />(g) Compatibility with recreational lands currently devoted to metropolitan <br />recreational needs, used for parks or open space and owned and <br />controlled by a general purpose government and regulation of such <br />lands so that their use will not interfere with adjacent uses. <br />As noted previously, the 2018 Eugene Parks and Recreation System Plan is a 30 -year strategic plan <br />with implementation recommendations for the first 10 years. Within the Parks and Recreation System <br />Plan, a proposed Riverfront Park on the subject site is identified as Project #C1 "Downtown Riverfront <br />Park development at former EWEB site to serve [the City Central Neighborhood Planning area]" in <br />Appendix A Planning District Summaries and Recommendations. The Plan allocates $9,000,000 in <br />capital cost to the project and identifies it as a Priority 1/2 project. <br />The Riverfront Park concept was originally included as a key element in the prior approved EWEB <br />Riverfront Master Plan. The S -DR Zone established a Cultural Landscape and Open Space (S-DR/CL) <br />subdistrict and designed approximately 3 -acres for parks and recreation uses. In 2013, the City and <br />EWEB entered into an MOU that stated that EWEB would donate 3 -acres of riverfront property to City <br />of Eugene Parks in exchange for a dedication of a funds for park development in the future. <br />In 2018, the City officially took ownership of the Riverfront Park site from EWEB and finalized the <br />concept design for the Riverfront Park. In addition to the original three acres, one additional acre of <br />upland Park Plaza was added to the site as part of the redevelopment acreage to the west. <br />The proposed amendments and zone change designate land for "parks and open space" use within the <br />S -DR Zone and the list of permitted uses is based on uses listed in the existing PRO Park, Recreation <br />and Open Space Zone (EC 9.2630), which is the common zoning designation of parkland.
