Ordinance Exhibit D <br />DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 April 19, 2019 <br />The downtown riverfront tentative subdivision application includes all contiguous property under the <br />ownership of the Urban Renewal Agency of the City of Eugene. The area covered by the proposed <br />subdivision includes the following current tax lots: <br />0 17-03-30-44-08500 <br />0 17-03-31-11-00100 <br />0 17-03-31-11-00300 <br />■ 17-03-32-22-00300 (partially under viaduct) <br />0 17-03-32-22-00400 <br />0 17-03-32-22-00401 <br />0 17-03-32-22-00800 <br />■ 17-03-32-22-00801 (Steam Plant) <br />The Eugene City Council acts as the Agency Board of the Urban Renewal Agency (URA). Applications <br />filed by private entities require the signature of the property owner. However, as per EC 9.7010, <br />applications filed by public agencies are not required to provide signature of the property owner. <br />(3) The tentative subdivision plan application shall include a phasing plan that <br />indicates any proposed phases for development, including the boundaries <br />and sequencing of each phase. Phasing shall progress in a sequence that <br />promotes street connectivity between the various phases of the development <br />and accommodates other required public improvements. <br />There is no specific phasing plan proposed; however, final platting may involve multiple final plat <br />applications to implement the tentative approval. The tentative subdivision creates 17 lots, and <br />certain lots created by the current proposal may involve additional final plat applications to create <br />smaller townhome lots. Those townhome lots are depicted as a "ghost plat," thereby indicating where <br />the larger parent lots created as part of the tentative subdivision will be further subdivided by <br />subsequent final plats. <br />(4) The lot proposed to be divided in the subdivision application is a legal lot. <br />The proposed Tentative Subdivision will take place on the site of the former EWEB headquarters and <br />utility yard, which is comprised of 11 legal lots of record. The preliminary title report (see Exhibit M) <br />for all lots subject to the proposed subdivision is included as an exhibit to the comprehensive <br />application package. This application requirement has been fulfilled. <br />(5) If the proposal includes needed housing, as defined by State statutes, the <br />written statement submitted with the subdivision application shall clearly <br />state whether the applicant is electing to use the general approval criteria in <br />EC 9.8515 Subdivision, Tentative Plan Approval Criteria- General instead of <br />the approval criteria found in EC 9.8520 Subdivision, Tentative Plan Approval <br />Criteria- Needed Housing. <br />City of Eugene FINAL SUBMITTAL 61 <br />
