Call to Order and Review Agenda <br /> <br />Ms. Bettman called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to <br />order. She noted that Mr. Pryor would not be able to make it. There were no changes to the agenda. <br /> <br /> <br />2. Review Grant Submissions <br /> <br />Glen Svendsen, Division Manager for the Facilities Division of the Central Services Department, reviewed <br />the Lane County Discretionary Grant application for a grant to fund the local match for the Eugene Depot <br />Phase 2 improvements funded by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A <br />Legacy for Users (SAFETEA-LU) program. He explained that the grant was basically the same one that <br />had been submitted last year as staff continued to try to find non-city funds for the local match. He noted <br />that the Lane Transit District (LTD) board would be meeting on the following day to review the priorities on <br />the proposals. <br /> <br />Ms. Bettman asked him to explain the county discretionary funds. Mr. Svendsen replied that it was a <br />program under the Oregon Department of Transportation (ODOT) that earmarked a certain amount of <br />funding level to different regions in the state and the LTD was the planning agency for the Lane County <br />area. He related that they had an Accessibility Committee that was comprised of a number of providers <br />within Lane County that convened and determined what the priorities were in order to make suggestions to <br />the state for how the money should be used. He said the focus was on elderly, disabled, and low-income <br />programs. <br /> <br />Ms. Bettman remarked that she found it difficult to discern what the projects were comprised of. Mr. <br />Svendsen responded that they were contained in the Lane Coordinated Transit Plan, which could be located <br />on the LTD Web site, and the projects were divided into three groups, of which only the Group 2 projects <br />were prioritized. He stated that the Group 3 projects were the inner-city projects that were submitted to the <br />state, and the Depot Phase 2 project had been categorized as an inner-city project. <br /> <br /> <br /> <br />MINUTES—Council Committee on Intergovernmental January 16, 2007 Page 1 <br /> Relations <br />
