<br />The work in Phase 3A is intended to do the following: produce a specific concept design and project <br />budget in preparation for schematic design; identify a site, concept layouts, and cost modeling for a <br />Police Patrol facility; provide a robust public involvement process; identify phasing and financing <br />options; and compile research regarding public support including a potential bond measure. As part <br />oflast month's Supplemental Budget, the council appropriated $1,000,000 for costs related to the <br />City Hall Complex Master Plan. <br /> <br />RELATED CITY POLICIES <br />The City Hall Complex master planning and public participation process relates to the council goals <br />of an effective, accountable municipal government, a safe community, and sustainable community <br />growth and change. <br /> <br />COUNCIL OPTIONS <br />The council has two options for proceeding to the Implementation Plan Phase of the City Hall <br />Complex Action Plan: <br />1. Direct the City Manager to: proceed with Phase 3A of the Implementation Plan Phase of the City <br />Hall Complex Action Plan. <br />2. Direct the City Manager to return with additional information related to the Implementation Plan <br />Phase for consideration by the council at a future work session. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends Option #1, proceeding with Phase 3A of the Implementation Plan <br />Phase of the City Hall Complex Action Plan. <br /> <br />SUGGESTED MOTION <br />Move to direct the City Manager to proceed with Phase 3A ofImplementation Plan Phase of the City <br />Hall Complex Action Plan. <br /> <br />ATTACHMENTS <br />A.
