l-
LL.

a:
c

purpose was to provide temporary protection to prevent unrestricted R,.2 development
from destabilizing this healthy, mostly single family area. It was important for the
Planning Commission to recognize they were not recommending a permanent re~side, ntial
de,nsity for the area. Council had st.ated the intent of the action was to ". . . pause the
negative alld inappropriate infill. The long term solution for this and other established
ne.ighbo~hoods is to inlplement appropriate infill compatibility stalldardsand an effective
opportunit)r siting process." The need for this temporary protection was now more urgent
than ever because staff had taken a position in a November 15, 2006 decision that Area
15 policy places no restrictions on the scale, densit:y or design of R-2 develop'ment
allo\ved throughout Area 15 under the current medium densit.y designation. This Inetlnt
the incompatible and destabilizing infill being built in other R-2 zoned areas of JWN
posed a similar threat to the area's character andli'vability. This area of JWN \vas an
irreplaceable c.olnnlunity asset. He urged the Planning Commission to take the necessary
steps to assure Eugene \vQuld 110t lose more neighborhoods as it lost Vv'est University.

Mr. Hledik ask.e;d if Mr. Conte and the neighborhood were aware that the area north of
the Amazon Channel bet\veen West Thirteenth Avenue and West Fourteenth A've11uewas
already designated medium densit:y in the Metro- Plan \Vllen it asked tIle eit)! Council to
take the proposed action, and therefore not affected by the housekeeping amendments.
fIe further asked if it \vas the neighborhood's intent to affect onI)! those areas affected by
the housekeeping, or if the intent was to inclllde the area north of the Amazon Channel.

Mr. Conte replied residents of the area had sought to get cOlnpatihility standards in effect
for tIle entire parts of JWN threatened. by R...2 development. The action was triggered by
becoming a\vare of the redesignation that was done "ritlloutresident input. JVlN leaders
opined it made sellse to not to bifurc, ate Area 15 because it ,vas C,Ollsistent bet\veen
northeT11 and southern parts.

Rene Kane, 254 VvTest Fourteent.h A'vellue, identitle,d herselfa.s co-chair. of tile J\\rN and
said she ,vas speakillg. on behalf ofth.e n.eighborhood association.
