Both sides shared characteristics of older <br />homes with similar setbacks, lot plans and architectural features. Observation confirmed <br />that residential development on Je,fferson and Washington Streets renlained relatively <br />uniform on both sides of the channel. Without an adequate public . process to change the <br />boundaries' of sub-areas defined in the refine.ment plan, Area 15 s110uld not be partitioned <br />by the amendment under consideration. Splitting Area 15 would.be contrary to tIle intent <br />of planning team residents that would unnecessarily fragment the neighborhood. She <br />said all of the residents} inside and outside of Area 1.5 appreciated the area's character <br />and have a stake in its stability and future. .There \vere families with children in the <br />neighborhood, and families must be accommodated to provide truedi,rersity in JWN. <br />Triplexes and fourplexes shoehorned into backyards did not provide this. T'his <br />destabilizing development did not belong in Area 15 as well as in the.JWN heritage <br />neighborhoods. Reducing the amount of pervious surfaces in the neighborhood by addillg , <br />rooftops, onsite. parking, and drivewaysnecessat)l' \vith R-2 scale development, meant a <br />subsequent rise in the water level in the Amazon Channel was ine~vitable. Tllis \vas a <br />temporary fix, an.d neighbors \vere ready to guide sensible de\relopment in the <br />neighborhood. <br /> <br /> <br />Matt Sl\rite, 1424 Washington Street~ said his family searched for six lnollths b.efore <br />buying a house in JVv~ because of the character of the neighborhood, because it \vas a <br />safe, stable neigllborhood. He understood the neighborhood was zoned R -1 and \vas <br />sllocked to learn that-t.his Vlas n.ot n.ecessarily the case. He asked that the Plal1nillg <br />Com.mission not ruin the character of the neighborhood by al1o\ving triplexes alld <br />fourplexes. I-Ie added. that the J\\lN contributed to a healthy dOWlltO""TI. lIe ul1derstood <br />that infill was needed but it needed to be done ill a thouglltfulmanner. <br /> <br />Steven Franzen, 1727 La\vrence Street, stated he llad lived at this address since 1975. <br />Durillg this time, he had seen the neighborhood revitalized, "'lith renovation of derelict <br />housing b)r n.e\~r residellts, and an increased desirability. of the 11eigh.borhood.
