City Manager Johnson said that the amended Intergovernmental agreements concepts document had left the <br />University of Oregon leasing the Leo Harris Parkway. He said that the way it was currently structured, the <br />University would control the collection of parking revenue. He added that the University controlled the asphalt <br />parking lot near WISTEC and the amendment would require the University and the City to amend their <br />intergovernmental agreement. He went on to say that Councilor Bettman's intent was that the University <br />would have to agree to the amendment to retain Option 1. <br /> <br />In response to a question from Councilor Meisner regarding the amendment precluding the current agreement <br />in any way, Mr. Klein said that it would not preclude the City Council from authorizing the City Manager to <br />contract away some of the parking revenue; it would preclude the City Manager from doing sot without council <br />approval. <br /> <br />Councilor Meisner suggested adding language to the motion that allowed the City Council to retain authority <br />but allow the City Manager to make contracts. <br /> <br />In response to a question from Councilor Pap~ regarding how the amendment would affect lots 8 and 9, City <br />Manager Johnson said that the phrase "all City property" included lots 8 and 9. <br /> <br />In response to a question from Councilor Farr regarding how the City could collect for those parking spaces, <br />City Manager Johnson said that there was no easy answer. He said that he had not solved the problem. <br /> <br />Councilor Farr said that he would vote against the first amendment because he thought the University was <br />doing a good job administering the Leo Harris Parkway. <br /> <br />Councilor Bettman said that Leo Harris Parkway had 333 total spaces that could generate $20,000 to $40,000 <br />if the going rate was charged. She noted that the City was facing budget cuts and by collecting less than what <br />it could, the City was subsidizing University parking. She suggested that WISTEC could manage parking on <br />Leo Harris Parkway. <br /> <br />Councilor Kelly commented that amendment 1 did not name the City as handling all of the logistical matters <br />involved with parking revenue, but simply gave authority of the parkway to the City. <br /> <br />Allen Lowe of the Planning and Development Department noted that there were 333 spaces on the Leo Harris <br />Parkway but added that Lane Transit District needed half of that space to operate its transit station. <br /> <br />In response to a question from Mayor Torrey regarding whether the City owned Leo Harris Parkway, City <br />Manager Johnson said that the street was currently owned by the County. <br /> <br /> Councilor Meisner, seconded by Councilor Nathanson, moved to amend amendment 1 <br /> by striking the period at the end of "Leo Harris Parkway" and adding "except that the <br /> City Manager is authorized to contract for management services for that property <br /> consistent with City direction."
