Councilor Papd said that WISTEC was a separate issue from the expansion decision. He stressed that <br />WISTEC needed to do its own fund-raising in the community. He supported Option 1. <br /> <br />Councilor Fart commented that his children used the WISTEC facility but acknowledged that the University of <br />Oregon had made a fair offer to the organization. He supported Option 1. <br /> <br />Mayor Torrey complimented the University of Oregon's actions in the process. He stressed that WISTEC <br />needed to do its own fund-raising in the community. He opined that the community would come forth in <br />support of keeping the facility open. He added that the University had made a fair offer to WISTEC. He said <br />that he would support Option 1 in the event of a tie vote. <br /> <br /> Councilor Taylor, seconded by Councilor Kelly, moved to accept Transit Station <br /> Location Option 1 as the preferred location for the transit station site. <br /> <br /> Councilor Bettman, seconded by Councilor Rayor, moved to amend the motion by <br /> adding the following conditions: <br /> <br /> 1. That the City retain all authority (control, rate setting, payment collection, <br /> etc.), over parking on city property, to include the asphalt parking lot near <br /> WISTEC and on Leo Harris Parkway. <br /> 2. That the University provided $260,000 to WISTEC over the next seven years <br /> (2001-2007), to compensate the nonprofit for loss of revenue. <br /> 3. If within the next 30 days the University of Oregon does not agree to the <br /> compensation amount in number 2 above, then the transit site location <br /> defaults to options 2, 3, or 4 (the University's choice). <br /> 4. That the University of Oregon agree to amend the 1997 Intergovernmental <br /> Agreement with the City of Eugene in a manner which would require that the <br /> parking lots 8 and 9 in East Alton Baker Park not be used for event parking <br /> beyond the event season of 2006. <br /> <br /> Councilor Rayor, seconded by Councilor Nathanson, moved to separate the item into <br /> four amendments. <br /> <br /> Councilor Nathanson offered a friendly amendment to the amendment, which was <br /> accepted, to link items 2 and 3 and discuss them as one item. <br /> <br /> The motion to amend the amendment passed, 5:3; councilors Bettman, Taylor, and <br /> Kelly voting in opposition. <br /> <br />Councilor Bettman's amendment items would be discussed as 1, 2 and 3 together, and 4. <br /> <br />Amendment 1 <br /> <br />Councilor Rayor commented that parking revenue from Leo Harris Parkway could be delegated to WISTEC. <br />He stressed that the City would have the choice to use the funds where it wanted. <br /> <br /> MINUTES--Eugene City Council January 22, 2001 Page 9 <br /> Regular Meeting <br /> <br /> <br />
