Charles Christenson, 2012 McLean Boulevard, called for a vote against the Autzen parking lot
expansion proposal. He said that WlSTEC's financial future rested on parking revenues. He
stressed WlSTEC's dedication to providing a science and technology experience for the region's
youths.

Bob O'Brien, 3525 Gilham Road, supported the decision to not continue with the West Eugene
Parkway. He said that there was not enough money to do the project without eliminating other
priorities in TransPlan.

Mary O'Brien, 3525 Gilham Road, expressed her support for the council decision on the West
Eugene Parkway.

Mike Lund, 2630 Emerald Street, called for a BMX freestyle facility to be built in Eugene.

Jan Wostmann, 2645 Riverview Street, thanked the council for its vote on the West Eugene
Parkway.

Mr. Wostmann also called for more groups to be involved in the neighborhood ward redistricting.
He suggested the involvement of the Neighborhood Leaders Council. He said that his impression was that there would be
examination of the potential of in-house legal council instead of having an attorney that
represented corporations in town. He raised concern over a conflict of interest and called for the
entire charter to be reviewed.

David Hinkley, 1350 Lawrence Street, commended the council decision not to continue the West
Eugene Parkway. He commented that there was no way to fund the project and that sending the
issue to the voters would have been a waste of public time and money since there was no money
to pay for the project anyway.

Charles Biggs, 2405 Willakenzie Road, spoke against the proposed code exemptions for the
Autzen Stadium project. He said that granting the code exemption before the State Emergency
Board had received an updated financial report (due by the end of January and since Phil Knight's
withdrawal of funding was putting the "cart before the horse."

Bill Moos, 2834 River Walk Loop, spoke in favor of the proposed Autzen Stadium code
exemptions for the expansion of Autzen Stadium. He said that the approval would allow the
University to support other sports by creating more revenue streams.

MINUTES--Eugene City Council January 22, 2001 Page 3
Regular Meeting
