Nathan Tublitz, 85439 Eagles Aerie Road, spoke against Option 1 for the Autzen Stadium
expansion. He commented that the option would be a fatal blow to WlSTEC. He believed that
WlSTEC was essential to the community. He proposed Option 2.

Paul Nicholson, 1855 East 28th Avenue, said that he supported both the idea of saving WlSTEC
and the idea of a BMX facility in Eugene. He thanked the council for its decision on the West
Eugene Parkway issue and commented that it had acted in the interests of the public.

Tim Bloch, 220 East 42nd Avenue, commented that the University of Oregon was healthy but that
WlSTEC needed the help of the council.

Jim Hale, 1715 Linea Avenue, maintained that the council was no longer representative of the city
and called for an expedited process in ward redistricting.

Thomas Stewart, 3420 Lakeside Drive, spoke in support of the Autzen Stadium code exemption.
He said that the expansion of the stadium would have a positive economic effect on Eugene and
stressed that children benefitted from sports as well as science.

Mark Rabinowitz, 28549 Sutherlin Lane, thanked the council for its decision on what he termed
the West Eugene "Porkway." He said that the cost of the project could be invested into more
immediate problems.

Dan Williams, 1167 East 22nd Avenue, spoke in support of the Autzen Stadium expansion. He
stressed its importance to the community.

Howard Bonnett, 1835 East 28th Avenue, spoke about the West Eugene Parkway. He stressed
the importance of recognizing the competition for long-range capital funding for transportation
needs. He noted that there was a $55 million backlog for reconstruction of the City's road system.
Because of that need, he suggested that the residents who were pushing for the parkway needed
to think about priorities.

Ray Wolfe, 1473 Luella Street, maintained that the West Eugene Parkway was not needed since
there was a coming energy crisis.

Bayard McConnaughey, 1653 Fairmount Boulevard, supported the council decision on the West
Eugene Parkway. He said that the council acted with intelligence, foresight, and courage. He
said that the parkway was one of the most damaging, expensive, and useless projects ever
considered by City officials.

Evelyn McConnaughey, 1653 Fairmount, commented that the council acted responsibly in its
West Eugene Parkway decision.

John Herberg, 568 Fenster Street, reiterated the comments of Jan Wostmann and called for
broad representation of Eugene citizens in ward redistricting.

Andrew Peare, 410 East 34th Avenue, spoke in favor of the council decision on the West Eugene
Parkway. He thanked the council and staff for their work in the Autzen Stadium issue but urged
support of WISTEC.

MINUTES--Eugene City Council January 22, 2001 Page 4
Regular Meeting
