MINUTES – Eugene City Council July 8 , 2019 Page 1 <br />Meeting <br />M I N U T E S <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />July 8, 2019 <br />7:30 p.m. <br />Councilors Present: Betty Taylor, Emily Semple, Mike Clark, Greg Evans, Chris Pryor, Jennifer Yeh, Alan Zelenka, Claire Syrett Councilor Taylor opened the July 8, 2019, meeting of the Eugene City Council in Mayor Vinis’ absence. <br />1.Pledge of Allegiance to the Flag and Reading of the Declaration of IndependenceCandace Shorak of the Eugene-Jinju Sister City Committee, Galina Groza of the Eugene-Irkutsk Sister City Committee, and Larry Yamoaka of the Eugene-Kakegawa Sister CityCommittee led the Pledge of Allegiance and read the Declaration of Independence inhonor of Independence Day. <br />2.PUBLIC FORUM1.David Piccioni – shared his ideas for making sure courthouse toilets do not get clogged.2.Peter Dragovich – read an excerpt from Moody’s Investors report on climate change.3.Deb McGee – requested the council sunset the city’s use of methane gas.4.Todd Boyle – suggested ways to reduce the cost of housing.5.Joshua Korn – spoke about electro-sensitivity; asked council for a moratorium on 5G.6.Linda Heyl – spoke about reducing natural gas to meet climate goals.7.Victor Odlivak – spoke about federal legislation regarding 5G technology.8.Eric Jackson – said community court is ineffective and needs to be a court of record.9.Eliza Kashinsky – spoke of House Bill 2001 being an opportunity for Eugene.10.Sue Sierralupé – requested more sharps containers around the city and in new bathrooms.11.Jamie Porter – felt the handling of her stalking case by the police department was lacking.Discussion <br />o Councilor Evans – asked whether there had been an agreement made withNorthwest Natural Gas to extend for a year. <br />o Councilor Clark – asked for clarification about what would happen if council did notrenew its franchise agreement with Northwest Natural Gas; said the end of thefranchise agreement wouldn’t necessarily end the use of natural gas in the city. <br />o Councilor Taylor – thanked David Piccione and Sue Sierralupé for their comments. <br />o Councilor Semple –thanked Sue Sierralupé for her work. <br />3.CONSENT CALENDAR <br />A.Approval of City Council MinutesJanuary 23, 2019, Work SessionMay 13, 2019, Joint Work SessionMay 20, 2019, Public Hearing <br />ATTACHMENT B <br />September 9, 2019, Meeting – Item 2A
