MINUTES – Eugene City Council July 8 , 2019 Page 2 <br />Meeting <br />B. Approval of Tentative Working Agenda <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to approve the items on the Consent Calendar. PASSED 8:0. <br />4.ACTION: Appointments to the Human Rights Commission <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Zelenka, moved to reappoint Joel Iboa to the Human Rights Commission for a three-year term beginning July 9, 2019, and ending on June 30, 2022. PASSED 8:0. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to appoint Daniel Borson to the Human Rights Commission for a three-year term beginning July 9, 2019, and ending on June 30, 2022. PASSED 6:2, Councilors Evans and Clark opposed. <br />MOTION AND VOTE: Councilor Semple, seconded by Councilor Pryor, moved to appoint Kirstin London to the Human Rights Commission for a three-year term beginning July 9, 2019, and ending on June 30, 2022. PASSED 8:0. <br />MOTION: Councilor Semple, seconded by Councilor Pryor, moved to appoint Heather Sielicki to the Human Rights Commission for a three-year term beginning July 9, 2019, and ending on June 30, 2022. Councilor Zelenka - pointed out that Amanda McCluskey had received themost votes of any candidate for the nomination and asked for clarificationabout whether she could still be appointed if she lived outside of theurban growth boundary. <br />MOTION TO SUBSTITUTE AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to substitute Amanda McCluskey for Heather Sielicki. <br />PASSED 5:3, Councilors Taylor, Semple and Yeh opposed. Councilor Semple - felt strongly that council should not appoint candidatesoutside of the city limits if there were qualified candidates within. <br />VOTE ON AMENDED MOTION: PASSED 5:3, Councilors Taylor, Semple and Yeh opposed.
