MUPTE Review Panel Conclusions <br />Ferry St. Manor <br />General Requirements <br />Overall Concerns <br />The Panel agreed that the Project meets the <br />general requirement criteria, including: <br />•The proposed project is not student housing, <br />has 5 or more units, and is within the <br />boundary. <br />•The required neighborhood engagement for <br />this point in the process was met with the <br />applicant hosting an engagement opportunity <br />for surrounding neighbors in the West <br />University Neighborhood to learn about the <br />project. <br />None. <br />It was noted that the proposed project is not <br />student housing as defined by the adopted <br />MUPTE regulations. Attendees at the <br />Neighborhood meeting were told by the owner <br />that 50% of the Eugene Manor apartments (in <br />the existing building on the site) are currently <br />rented to students. <br />REQUIRED PUBLIC BENEFITS <br />1.Compact Urban Development <br />Overall Concerns <br />The Panel agreed that the proposed project <br />meets the minimum density required by the <br />MUPTE program. The project is currently zoned <br />as R-4 High Density Residential, which requires at <br />least 20 housing units per acre and a maximum of <br />112 units per acre. Ferry St. Manor proposal <br />includes 50 dwelling units, which would result in <br />103 units per acre. <br />None. <br />2. Green Building Features <br />Overall Concerns <br />In order to achieve the green building public <br />benefit threshold of performing at least 10% <br />more efficiently than the Oregon Energy <br />Efficiency Specialty Code, the applicant chose the <br />City of Eugene Building and Permit Services <br />pathway. The Panel agreed that the applicant <br />indicated their understanding of the post-award <br />Green Building requirements, including the <br />project would need to meet the energy <br />efficiency and green building documentation <br />requirements set out in the program (energy <br />model at permit application and commissioning <br />report 18 months after Certificate of Occupancy). <br />None. <br />Attachment D <br />September 11, 2019, Work Session – Item 1
