Council asked what notice was provided to surrounding properties and neighborhoods. <br /> <br />Staff response: The Eugene land use code requires that notice of proposed plan amendments be <br />provided to surrounding property owners and neighborhoods. Such notice was provided in <br />accordance with the Eugene Code, as follows (summarized here): <br />- August 2, 2006, a request for comment ("referral") was sent to the Downtown Neighbors <br />Association. <br />- August 17, 2006, notice of the Planning Commission public hearing was posted at the property in <br />accordance with EC 9.7415(5). <br />- August 18, 2006, notice of the Planning Commission public hearing was mailed to owners and - <br />occupants of property within 500 feet of the subject property, the Downtown Neighborhood <br />Association, Chamber of Commerce, Goal One Coalition, and other parties who had requested <br />notice. <br />- August 30, 2006, notice of the Planning Commission public hearing was published in the Register- <br />Guard. <br />- September 19, 2006, the Planning Commission held a public hearing and left the record open for 3 <br />weeks. <br />- November 5, 2006, notice of the Eugene City Council public hearing was published in the Register- <br />Guard. <br />- November 9, 2006, notice of the Eugene City Council public hearing was mailed to the Downtown <br />Neighborhood Association, Chamber of Commerce, Goal One Coalition, and other parties who had <br />requested notice. <br />No comments were received in response to these public notices. Any development proposal in the future <br />that will generate significant traffic volumes will require a Traffic Impact Analysis (TIA) Review. During <br />the TIA review, public notice is provided to surrounding properties within 300 feet, and to affected <br />neighborhood associations, providing an opportunity for additional public input. <br /> <br />
