Findings Addressing ORS 197.312(5) September 3, 2019 3 <br /> <br /> <br />“Reasonable” is defined as “being or remaining within the bounds of reason; not extreme; not <br />excessive ***; not demanding too much.” <br /> <br />The City Council incorporates this into the analysis by considering whether a regulation is so important <br />for addressing a legitimate government concern that it justifies the limitation it may place on the <br />number of accessory dwelling units that may be established in the City. <br /> <br />Findings <br />For the City Council’s convenience, the Eugene Code regulations addressed below are presented in the <br />same order as the list of topics that was provided in Attachment A to the agenda item summary for the <br />February 20, 2019 City Council work session. <br /> <br /> <br />Maximum Lot Coverage <br /> <br />9.0500 Definitions. As used in this land use code, unless the context requires otherwise, <br />the following words and phrases mean: <br /> <br />Lot Coverage. That portion of a lot which, when viewed directly from above, would <br />be covered by a building or structure, or any part thereof, except that the following <br />structures or parts of structures shall themselves not be included in calculating lot <br />coverage: <br />(A) Any part of a structure without a roof. <br />(B) Roof eaves. <br />(C) Carports, porches, and balconies that are open at least 50 percent of their <br />respective perimeter. The following standards <br />apply to all new attached or detached accessory dwellings in the R-1 <br />zone within the city-recognized boundaries of Amazon Neighbors, <br />Fairmount Neighbors and South University Neighborhood Association: <br />3. Lot Coverage.
