Mr. Kelly suggested the following revision to an action priority (bolded text added): Assess gaps in <br />adult and senior recreation services and develop a plan to assess those claps. There was <br />council concurrence. <br /> <br />Responding to a suggestion from Ms. Bettman to drop the action priority Monitor and ensure the <br />integrity of community cultural resources, Mr. Kelly noted the relationship of the item to the <br />recommendations of the Cultural Services Department Advisory Committee and suggested it be <br />moved to the secondary list. There was council concurrence. <br /> <br />Responding to a concern expressed by Mr. PapS, Mr. Kelly suggested the last action priority in this <br />goal area be revised to read Partner with other jurisdictions, develop a method to continue the <br />youth services levy. <br /> <br />The council took a ten-minute break. <br /> <br />Effective, Accountable Municipal Government <br /> <br />The council discussed a suggestion from Mr. Meisner to combine the action priority recommended <br />for deletion, Explore new approaches to code enforcement and nuisance complaints with the <br />action priority Implement a system-wide citizen issue tracking and resolution system, or making <br />one the action priority and the other a work plan item. The council agreed to keep the two items <br />as standalone items to ensure the differing concepts in the two priorities were not lost. <br /> <br />Mr. Pap8 recommended the action priority related to downtown offices be specific that it regarded <br />City offices. Other councilors agreed. <br /> <br />At the recommendation of Mr. Meisner, the council agreed to move the action priority, Monitor <br />Citizen Charter Review Committee's work, review recommendations and development <br />implementation, to the secondary list. <br /> <br />After brief discussion of campaign reform as a standalone action priority versus a suggestion by <br />Ms. Bettman to include it as a work plan item under Enhance citizen involvement, the council <br />agreed the item would be a work plan item. <br /> <br />The council accepted a suggestion from Mr. Rayor to add the item proposed for deletion regarding <br />streamlining/fast tracking City projects as a work plan item to Implement a system wide citizen <br />issue tracking and resolution system. <br /> <br />Fair, Stable, and Adequate Financial Resources <br /> <br />The council accepted alternative text proposed by staff for the first action priority: Analyze options <br />and develop an implementation plan for a nonproperty tax revenue. The council accepted a <br />suggestion from Mr. Carlson to add the sentence, Incorporate future service increases into the <br />six-year forecast. <br /> <br />The council revised the second action priority in this goal area to read Review City role in <br />providing regional services. <br /> <br /> MINUTES--Eugene City Council March 3, 2001 Page 3 <br /> Goals Setting Session <br /> <br /> <br />
