EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br />Work Session: Parks and Recreation System Development Charge Methodology Update Meeting Date: October 9, 2019 Agenda Item Number: 1 Department: Public Works Staff Contact: Carolyn Burke <br />www.eugene-or.gov Contact Telephone Number: 541-682-4914 <br />ISSUE STATEMENT With the adoption of the Parks and Recreation System Plan in July 2018 a new project list and priorities for project implementation were established. The project list and priorities are the basis for an updated System Development Charge methodology. A work session was held on July 8, 2019, that provided information on the methodology update, the impact to rates, and implementation options. Several councilors requested additional information that is contained within this AIS. This work session is an opportunity for City Council to further discuss the draft methodology. <br />BACKGROUND In July 2018, City Council unanimously adopted Picture. Plan. Play. A Vision and Implementation <br />Plan for Eugene’s Parks and Recreation System, commonly referred to as the Parks and Recreation System Plan. This plan was built on the input of over 12,000 individuals who participated in a multi-year, award-winning public engagement process. The plan outlines a vision to be implemented over the next 30 years, including: renovating existing facilities; acquiring land and building new facilities in unserved areas of town; completing connections throughout the park, path and trail system; and engaging partners to leverage resources and improve services. The implementation of the Parks and Recreation System Plan will require multiple capital funding sources, including bond measures, SDCs, grants, donations and partnerships. SDCs are specifically targeted towards funding portions of the system that are required to support an expanding population. For this reason, SDC fees are applied to the construction of new residential and commercial development. This SDC fee is based on the cost of projects that are planned to occur over the next 20 years that will help meet the park and recreation needs of an increasing population. At the July 8, 2019, work session, several councilors requested additional information. <br /> <br /> Councilor Clark asked what percentage of projects on the 2007 SDC project list are on the proposed 2019 project list. Staff’s analysis shows the following status of the 120 projects on the 2007 project list:
