o 37 projects, or 31 percent, are carried forward onto the proposed 2019 list
o 55 projects, or 46 percent, have been fully or partially implemented
o 5 projects, or 4 percent, are funded and scheduled for completion in relation to the2018 bond measure
o The remaining projects that have not been completed or carried forward are either nolonger feasible or have been replaced by other project prioritiesIt is not unusual to have unfinished projects on the 2007 project list, given that the list was intended for implementation over a 20-year period. It is therefore expected that a number of projects would be carried forward. Another important consideration is the amount of SDCs that have been collected and spent. At the time of adoption, the 2007 project list was estimated to cost $56.6 million. Since that time, $27 million, or 48 percent of the total cost, has been collected. That includes a balance available of $7.8 million that is being applied to the 2019 project list to “buy down” the total cost and account for projects that are on the 2019 list but are in progress. Councilor Syrett requested information on the percent increase for each housing type whenthe SDCs were last updated in 2007. Resolution No. 4900 was adopted on April 9, 2007, andresulted in the following rate increases:
o Single-Family rates increased from $1,345 to $2,924, a 117 percent increase
o Duplex/Townhome rates increased from $1,345 to $2,370, a 76 percent increase
o Multi-Family/Condo rates increased from $1,345 to $1,850, a 38 percent increaseCouncilor Zelenka requested data on current rates for Springfield, Albany and Portland.Springfield and Albany have been added to the comparison chart that is included inAttachment A. Portland’s rate structure is too complex to fit into the comparison chart but issummarized in the attachment.Councilor Evans asked how many developers are building smaller homes, less than 1,600square feet. This and additional building permit data for the last five years is included inAttachment B.For reference, the most up-to-date project list and rate schedule are included in Attachment C and D.
