<br />C.Timeliness and Market Feasibility: Although more information is needed on the timeliness and <br />market feasibility of the redevelopment concept, their team has excellent housing and retail <br />market experience and the details of the concept are not considered to be the primary evaluation <br />criteria in the RFQ. <br /> <br />D.Financial Capacity: Members of the development team also have a demonstrated track record of <br />financing and completing large scale development projects. Of particular note is Tom Kemper’s <br />relationship with ScanlanKemperBard, a major real estate investment banking firm located in <br />Portland and co-founded by Kemper. <br /> <br />E.Public Benefit: KWG’s comprehensive approach to the redevelopment area may require <br />significant financial participation from the City. However, the comprehensive concept could <br />also produce significant public benefit, including new tax increment revenue, density, activity, <br />mixed-income housing, and job creation. <br /> <br />F.Consistency with City Policies and Goals: Overall, the staff analysis of KWG’s approach <br />concludes that the response is strongly aligned with City policies and goals, including the Vision <br />for Greater Downtown Eugene, the Downtown Plan, the Downtown Urban Renewal Plan, and <br />Growth Management Policies. <br /> <br />The Agency Director recommends moving forward under Option 1 above with the selection of KWG <br />Development Partners based on the RFQ criteria that was approved by the URA. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to select KWG Development Partners and direct the Agency Director to work with KWG <br />Development Partners to 1) explore in more detail project concepts, with opportunities for community <br />input, and 2) bring back to the URA for review and approval the more detailed project concepts.
