Mr. Meisner suggested that the fire-free events be scheduled at commercial locations in the south <br />hills. Fire Marshal Augsburger indicated some presentations had made to neighborhood <br />associations in the south hills. <br /> <br />Ms. Nathanson asked if the City anticipated the number of structures outside of the city limits to <br />increase over time. Deputy Chief Groves said yes, adding that housing in the County had <br />increased dramatically over the years. Ms. Nathanson thought the State land use planning rules <br />were intended to direct development toward urban areas and asked the City Manager to pursue <br />the issue with the County. <br /> <br />Ms. Nathanson found the information provided by the department on fire-resistive plants <br />interesting and asked if it had been shared with the public at, for example, home improvement <br />shows. Mr. Augsburger said no, although staff had distributed the information at the Lane County <br />Fair. <br /> <br />Ms. Nathanson found inconsistency in the manner that residential and commercial addresses are <br />displayed throughout the community and flagged it for further attention from the City Manager. <br /> <br />Ms. Nathanson asked about the status of water pressure in the south hills. Deputy Chief Groves <br />termed the current status "okay," but said it could be an issue in the event of a fire as it had been <br />in some California communities. Ms. Obadal added that staff had worked with the Eugene Water <br />& Electric Board (EWEB) staff on the location of reservoirs in the south hills. The City and EWEB <br />had agreed that where and when there was an additional need for pressure, EWEB could make <br />adjustments up to a certain limit, depending on elevation. Ms. Nathanson was pleased to hear <br />that information. <br /> <br />Ms. Nathanson emphasized the importance of fire-resistive roofing and offered to assist the <br />department in its educational efforts on the topic. <br /> <br />Mr. Kelly thanked the department for its work on the issues of prevention and disaster <br />preparedness. He shared Ms. Nathanson's concerns about fire-resistive roofing and addressing, <br />noting the latter issue was not just related to fire safety but to general public safety as well. He <br />hoped to see some code changes in the future. <br /> <br />Mr. Kelly said he was contacted by a constituent regarding people who were smoking in Spencer <br />Butte Park, and asked if it was possible to post temporary signs at the trail heads that restricted or <br />precluded smoking. Deputy Chief Groves said that the department would support such signage at <br />both the park and along the Ridgeline Trail. He thought signage would be the responsibility of the <br />Public Works Department. Fire Marshal Augsburger said that the Public Works Department had <br />posted some signs about open flames and sparks resulting from equipment use, although he was <br />unsure they specifically mentioned smoking. <br /> <br />Mr. Kelly asked if any other communities had employed a voluntary inspection program to assist <br />homeowners who were trying to do the right thing. He suggested an outreach effort that included <br />mention of the availability of City assistance. Chief Tallon said that the department was assisting <br />homeowners when requested. He said the department would be happy to look at any approach <br />that helped get the community engaged in the problem. <br /> <br />Ms. Taylor noted uniform community support for the Fire & Emergency Medical Services <br />Department.
