Mayor Torrey expressed disappointment that the CCRC had summarily rejected city-wide elections.

Mr. Fart agreed with Mr. Meisner that there were pros and cons to either system and he did not intend to imply
that city-wide elections were a cure-all. He also agreed with Ms. Nathanson regarding the effect of the new
wards. He asked what could be done now. Mr Johnson indicated the council must act by February 25, 2002,
to get on the May 2002 ballot. He believed the council needed to hold another work session. Mr. Johnson
noted that the council had a discussion on campaign finance scheduled for January 15.

Mr. Fart, seconded by Ms. Nathanson, moved to direct staff to prepare another work
session on city-wide elections to occur sometime during the month of February.

Mr. Meisner determined that the Gang of 9 petition was due February 15.

Ms. Bettman said she would prefer a later work session if the Gang of 9 was to put a measure on the ballot.
She thought that otherwise the City would be providing research for a political campaign.

The motion passed, 5:3; Ms. Nathanson, Mr. Meisner, Mr. PapO, Mr. Fart, and Mr.
Rayor voting yes; Ms. Bettman, Ms. Taylor, and Mr. Kelly voting no.

The meeting adjourned at 1:33 p.m.

Respectfully submitted,

James R.
