Addressing Mr. Herbert, Councilor Kelly thanked him for his ideas. He opined that it would be almost <br />impossible for another hospital in the county to get a certificate of need. <br /> <br />Speaking to Mr. Barney, Councilor Kelly noted that the council had not yet adopted anything and would <br />discuss the matter at a future meeting. <br /> <br />Councilor Taylor thanked Mr. Herbert for his comments. <br /> <br />Councilor Rayor expressed his desire to see a hospital service district around the Hilyard location of <br />PeaceHealth so that those buildings could be relocated without going through a conditional use permit process. <br />He expressed his disappointment that PeaceHealth had decided to move to Springfield. <br /> <br />Councilor Pap~ commented that the hospital would not have moved if not for council action. He also thanked <br />the public for its input on TransPlan. He said it was a better plan for the public participation involved. <br /> <br />Mayor Torrey said that he would personally call Mr. Barney and respond to his letter. <br /> <br />Mayor Torrey commented that one of the ways that the mayor compensated for not being able to vote on <br />issues was to speak out on the issues and generate a public response.
