Councilor Taylor, seconded by Councilor Kelly, moved to approve the items on the
Consent Calendar.

Councilor Bettman offered corrections to the minutes of July 9, and July 23,2001. For July 9, 2001 (packet
page 97), paragraph 3, she noted that the word "foster" needed to be added to the sentence to read "...as well
as foster a sense of community." For the minutes of July 23,2001 (packet page 126), first sentence, she noted
that the word "infiltration" should be changed to "filtration."

Councilor Kelly offered corrections to the minutes of June 25, July 18, July 23, and August 8,2001. For the
June 25,2001 work session (packet page 81), Councilor Kelly asked that the word "require" in the second
paragraph be changed to "result in." For the July 18,2001, work session (packet page 118), Councilor Kelly
asked that the words "moved to" preface the phrase "amend the motion" to add clarity. For the July 23,2001,
work session (packet page 121), Councilor Kelly noted that councilors Papd and Meisner were absent from the
meeting and needed to be listed as such. For the August 8,2001, work session (packet page 170), Councilor
Kelly noted that in the italicized paragraph, the word "aspiration" should be changed to "exploration" (packet
page 172), "a raid" should be "arrayed" (packet page 173), and the word "seconded" appeared in the motion
twice.

Councilor Nathanson offered a correction to the minutes of August 6, 2001, work session. On page 11 of
those minutes, she noted that in the sixth paragraph, the sentence should read: "She said that was not the case
and was not the way it should be posed to the voters"

Councilor Taylor suggested a change of wording to the minutes of the August 6, 2001, work session. On
packet page 141, she said the sentence should read: "On one occasion, after trying repeatedly to get
information about a date, she asked Councilor Kelly if he could locate it in his filing system, and he did."

Mayor Torrey determined there were no objections to the proposed changes to the minutes.

Councilor Papd pulled Item C from the Consent Calendar.

Councilor Farr pulled Item B from the Consent Calendar.

Regarding Item B, Councilor Farr expressed a desire to see the item addressed in the time frame that the
working agenda covered. City Manager Johnson indicated that Councilor Farr would need to get two other
councilors to join him in asking for a work session on that item.

Regarding Item C, in response to a question from Councilor Pap~ regarding whether there were any City
reserves backing the Eugene Water & Electric Board bonds, City Manager Johnson said the bonds were
entirely the responsibility of the utility. He added that the technique was used by other units of government in
the State and was not uncommon.

Roll call vote; the motion to adopt the Consent Calendar passed unanimously.

MINUTES--Eugene City Council September 10, 2001 Page 4
Regular Session
