ANNEXATION APPROVAL CRITERIA <br />Michael D. Axline & Diane D. Hazen <br />Lane County Assessors Map No. 18-03-1 6-30-00, Tax Lot #200 <br />September 17, 2019 <br />Per Eugene Code (EC) 9.7825, annexations are required to show consistency with certain <br />criteria. Listed below are the criteria from EC and the documentation of consistency with the <br />criteria. <br />(I)The land p roposed to be a nnexedis within t he city's ur ba n growth boundary andis: <br />(a)C o ntiguous to the city limits; or <br />(b)S eparated from the city onlyby a public rightof way or a stream, bay, lake or o ther <br />bodyof water. <br />A small portion of the subject tax lot is located within the City's urban growth boundary <br />(UGB), with a larger portion of the area to the East located outside of the UGB.The <br />annexation only includes the area of the subject tax lot within the UGB, while the land area <br />outside the UGB will remain under the jurisdiction of Lane County. <br />The area of annexation is contiguous to the City limits along a portion of the North property <br />line with an adjacent parcel that is within the city limits, consistent with subsection <br />(a) and the West property line is contiguous at Spring Boulevard and the properties West of <br />Spring are within the city limits, consistent with subsection (b). <br />(2)The proposed annexation isconsistent with applicable policies in the Metro Plan and in <br />a ny applica blerefine me nt plans. <br />Several policies from the Metro Plan provide support for this annexation by encouraging <br />compact urban growth to achieve efficient use of land and urban service provisions within <br />the UGB, including the following policies from the Growth Management section (in italic <br />text): <br />Policy8.LandwithintheUGBmaybeconverted fromurbanizabletourbanonlythroughannexation <br />to a citywhenitis found that <br />(a)A minimumlevel of key urban facilities and services can be provided to the areain an <br />orderly and efficientmanner. <br />(b)Therewillbe a logicalareaandtimewithinwhichtodeliverurbanservicesand facilities. <br />Conversion of urbanizable land to urban shall also be consistent with the Metro Plan. <br />(page 11-C-4). <br />ATTACHMENT D <br />November 25, 2019, Meeting – Item 2D
