Provide anadequatesupplyofbuildableresidentiallandwithintheUGBforthe20-year <br />planningperiodatthetimeofPeriodicReview. <br />Policy A.4. Use annexation, provision of adequate public facilities and services, rezoning, <br />redevelopment and infill to meet the 20-year projected housing demand. <br />There is no Refinement Plan for the subject property. <br />(3)The proposed annexation will result in a boundary in which the minimum level of <br />key urban facilities and services, as defined in the Metro Plan,can be provided in an <br />orderly, efficient, and timely manner. <br />Consistent with this criterion, the proposed annexation will result in a boundary in which <br />the minimum level of key urban facilities and services can be provided in an orderly and <br />efficient, and timely manner as detailed below: <br />Wastewater: <br />An 8-inch PVC publicwastewater lineexistswithin Spring Boulevard (alocal Cityof Eugene <br />street), just West of the subject property. <br />Stormwater: <br />No public stormwater system serves this property. Records show the soils are mapped as <br />Hydrologic Soil Group Type D. Infiltration testing will be required at the time of <br />development to demonstrate adequate percolation rates; however, there are options for <br />complying with stormwater standards which will be further evaluated at the time of <br />development. <br />Transportation: <br />The property abuts Spring Boulevard to the West. Spring Boulevard is designated as a Local <br />Access Road and is within City of Eugene jurisdiction. <br />Solid Waste: <br />Collection service is provided by private firms. Regional disposal sites and the Short <br />Mountain Landfill are operated by Lane County. <br />Water and Electric: <br />Lane Electric CO-OP serves this area for electricity and has an existing vault at the <br />Northwest corner of the property and transformers along the westerly boundary of the <br />property.Eugene Water and Electric Board provides water to this area and has a water meter <br />at the Southwest corner of the property. <br />November 25, 2019, Meeting – Item 2D
