He <br />believed that, for example, Councilor Kelly's desire to ensure redevelopment actually occurred on <br />the site represented a request for a site plan. <br /> <br /> Councilor Bettman, seconded by Councilor Nathanson, moved to amend the <br /> substitute motion to include that the final ordinance presented to the council <br /> addressed the concerns expressed by councilors Kelly, Nathanson, Rayor, and <br /> Bettman. <br /> <br />Responding to a question from Councilor Nathanson, Mr. Klein indicated that the conditions <br />would come back to the council as an agenda item and staff would indicate those the hospital <br />accepted.
