Adoption of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-04-14-42; <br />Tax Lot 6500—located at 625 Howard Avenue) (City File: Burhnam, Jake; A 19-8) <br />Council Discussion: <br />• Councilor Clark- pulled Item C from the Consent Calendar. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to <br />approve the items on the Consent Calendar except Item C. PASSED 8:0. <br />Council Discussion: <br />• Councilor Clark- asked if there was anything time -sensitive about approving Item C, the <br />annexation proposal that was raised during Public Forum; asked if this is a private application <br />and if the annexation was in conjunction with development; said he has questions about the <br />issues of density related to the River Road -Santa Clara refinement plan and that he wants to <br />learn more so that they can deal with these issues in a uniform way. <br />• Councilor Syrett - noted that council has the option of having a hearing on a proposed <br />annexation and recommended going in that direction to get additional information and hear <br />from others; asked which street would be used to access the property proposed for annexation. <br />MOTION AND VOTE: Councilor Clark, seconded by Syrett, moved to send this to a <br />public hearing. PASSED 8:0. <br />3. ACTION: An Ordinance Concerning Restrictions on the Use of Polystyrene Containers and <br />Adding Sections 6.874, 6.876, and 6.878 to the Eugene Code, 1971. <br />City Manager Pro Tem Sarah Medary reminded everyone that a Public Hearing was held on this <br />issue on November 18, 2019. <br />MOTION AND VOTE: Councilor Taylor, seconded by Councilor Semple, moved to adopt <br />an Ordinance Concerning Restrictions on the Use of Polystyrene Containers and Adding <br />Sections 6.874, 6.876, and 6.878 to the Eugene Code, 1971. PASSED 8:0. <br />4.
