MOTION: Councilor Taylor, seconded by Councilor Semple, moved to adopt an <br />Ordinance Concerning Single -Use Checkout Bags, Amending Sections 6.850 and 6.855 of <br />the Eugene Code, 1971, and Repealing Sections 6.860 and 6.865 of that Code. <br />Council Discussion: <br />Councilor Zelenka - said he wanted to make it clear that passing this ordinance puts the City in <br />compliance with state law; said it adds restaurants, but does not prohibit the use of bags or <br />wrapping for bulk items, fruit, vegetables, nuts, hardware, meat, fish, potted plants, newspaper <br />bags, door hangers, garments, laundry, or dry cleaning; said he supports it. <br />VOTE: PASSED 8:0. <br />S. ACTION: A Resolution Calling for a Statewide Addiction Recovery Continuum of Care. <br />Council Discussion: <br />• Councilor Yeh - thanked Teri Morgan for her testimony on this topic; reported that Oregon has <br />the fourth highest rate of substance use disorder in the country, but is fiftieth in access to <br />treatment; shared that two-thirds of Oregonians have a friend or family member who suffers <br />from addiction and this is a personal issue for many people. <br />MOTION AND VOTE: Councilor Yeh, seconded by Councilor Evans, moved to adopt a <br />Resolution Calling for a Statewide Addiction Recovery Continuum of Care.
