Mayor Torrey called for a motion. <br /> <br /> Councilor Kelly, seconded by Councilor Lee, moved that the Division Avenue <br /> and Beaver Street projects be moved to the future list. <br /> <br />Councilor Meisner raised concern that bridges were, in fact, expressways and that building them <br />without careful study would destroy neighborhoods. <br /> <br />In response to a question from Councilor Rayor regarding the linkage of the projects, Nick Arnis, <br />Oregon Department of Transportation (ODOT) said that ODOT felt that all of the projects were <br />linked on a regional system. <br /> <br /> The motion passed unanimously. <br /> Councilor Kelly, seconded by Councilor Nathanson, moved to retain the <br /> current language for the Division Avenue and Beaver Street projects. <br /> <br />Councilor Kelly said that he did not agree with the recommended language from Lane County. <br /> <br />Mayor Torrey raised concern that Delta Sand and Gravel's interests were not being considered. <br />Councilor Kelly responded that he was not dismissing Delta's concerns, but there was nothing to <br />evaluate the recommended language against. <br /> <br />Councilor Nathanson added that things might be different 20 years into the future and Delta might <br />not be concerned then. <br /> <br /> The motion passed 6:1, with Councilor Pap8 voting in opposition. <br /> <br /> Councilor Kelly, seconded by Councilor Lee, moved to bring the Beltline <br /> project within the 20-year planning horizon. <br /> <br />Tom Schwetz, Lane Council Of Governments, noted that the Beltline project was a State project <br />and if it was brought on to the 20-year list then something else would have to be removed. <br /> <br />Ms. Childs reiterated that when the TransPlan process ended, the 20-year list needed to be <br />fiscally constrained. <br /> <br />Mayor Torrey commented that the area in question was a terrible bottleneck for traffic. <br /> <br /> The motion passed 6:1 with Councilor Taylor voting in opposition. <br /> <br /> Councilor Kelly, seconded by Councilor Nathanson, moved to accept the lan- <br /> guage recommended by Lane County for the Beltline project.
