Ms. Childs asked the council to look at three related projects: the Division Avenue Bridge project, <br />the Beaver Street Extension project, and the widening of Beltline Highway between River Road <br />and Delta. She noted that the Division Avenue and Beaver Street projects were Lane County <br />projects while the Beltline project was an Oregon Department of Transportation (©D©T) project. <br /> <br />Ms. Childs said that, in the current draft of the TransPlan, the Beaver Street and Division Avenue <br />Bridge projects were shown within the 20 year fiscally constrained project list and the Beltline <br />project was shown on the future list (outside of the 20 year list). She called attention to <br />Attachment B in the council packet that displayed a chart showing Lane County Board of <br />Commissioner direction on the projects. She noted that the Division Avenue and Beaver Street <br />projects had been moved to the future list. She said that the County Engineer felt that the two <br />projects were linked and should be kept together on any lists. She also called attention to the <br />modifications that the board had recommended to the language of the projects regarding the role <br />of Delta Sand and Gravel. <br /> <br />In response to a question from Councilor Rayor regarding the Division Avenue Bridge project, <br />Dave Reinhard, Public Works Department, said that the bridge would be a local Lane County <br />jurisdiction bridge and be separate from Beltline. <br />Councilor Rayor called for drawings of the impacts of the bridge on Delta Sand and Gravel and <br />raised concern that the bridge would be used by motorists wanting to avoid Beltline traffic. <br /> <br />Councilor Meisner stressed that the bridge would not be a local bridge and would, in fact, be a <br />major arterial. He raised concern over heavy traffic on the bridge. He added that he would not be <br />in favor of the project. <br /> <br />Councilor Kelly commented that he would be in favor of improving existing crossings on the <br />Willamette River. He was in favor of deleting the Beaver Street and Division Avenue Bridge <br />projects and putting the Beltline widening project on the 20-year list. <br /> <br />Councilor Taylor said that she would be in favor of deleting all three projects. <br /> <br />Mayor Torrey opined that the focus should be on the expansion of Beltline. He stressed the <br />importance of language to protect the interests of the Delta Sand and Gravel site. <br /> <br />Councilor Meisner stressed the importance of making the existing Beltline Highway work better <br />before deciding to expand it. <br /> <br />Councilor Nathanson was in favor of moving the Division Avenue Bridge and Beaver Street <br />projects to the future list, but wanted to move the Beltline project to the 20-year list. <br /> <br />Councilor Pap8 raised concern that "council was putting its head in the sand" over the issue of <br />improving connectivity over the Willamette River. He remarked that a large section of the <br />Willamette River was now not being looked at for possible bridges. He stressed the importance of <br />keeping options available for study. <br /> <br />Councilor Rayor stressed the importance of not impacting parkland to build bridges. <br /> <br />In response to a question from Councilor Lee regarding the consistency of the City Council with <br />the Lane County Board of Commissioners, Ms. Childs said that the board supported all three <br />projects on the future list. <br /> <br /> MINUTES--Eugene City Council May 8, 2000 Page 11 <br /> Regular Meeting <br /> <br /> <br />
