Rosemary Raterman, 920 West Hilliard Street, spoke in support of the Art Wall project for youth. <br />She stressed the importance of the art wall and expressed her pride in the money allocated. She <br />opined that the art wall project was more effective than the new juvenile center because it allowed <br />youth to create without restriction. <br /> <br />Asher Wren, 936 West 5th Avenue, thanked the council for its support of the art wall. <br /> <br />Lorin Swagerty, 555 Danebo Avenue, commented that compression brakes on tractor/trailers <br />were not needed in the city limits and called for an ordinance against their use to limit truck noise. <br /> <br />Bonne Bandolas, 744 Barrett Avenue, spoke regarding the National Day of Hearing Testing. She <br />thanked Mayor Torrey for his support of the event and stressed the importance of hearing exams. <br />She noted that 140 people of all ages were tested during the event. <br /> <br />Lizzy Hughes, 953 West 8th Avenue, spoke as the art wall coordinator. She thanked the council <br />for its support of the project and said that it was a proactive solution for youth. <br /> <br />Ray Smith, 170 Coachman Road, commented that the downtown parking program had destroyed <br />downtown and that it was still driving people away. <br /> <br />Stan Taylor, 1285 McLean Road, urged the council to adopt a WTO resolution. He stressed the <br />importance of the council acting locally to protect the city globally. <br /> <br />Steven Lopez, 40 East 24th Avenue, spoke as a facilitator for the art wall. He thanked the council <br />for funding the program and said that the program was helping kids become a cohesive entity. He <br />added that more and more youth were finding out about the program. <br /> <br />Bruce Miller, PO Box 50968, called for an effort to get more downtown business owners on the <br />Planning Commission. He also commented negatively on The Register-Guard coverage of the <br />local elections. <br /> <br />Councilor Kelly thanked those involved with the art wall project and urged the City Manager to <br />consider ongoing funding for the project in his budget preparations. <br /> <br />Councilor Meisner also thanked those involved with the art wall project. <br /> <br />Councilor Fart called for an agenda item regarding the use of compression brakes within the city <br />limits. <br /> <br />Councilor Nathanson stressed her desire to see all of the "Tree City Award" flags displayed <br />together in one location. <br /> <br />Councilor Taylor thanked those involved with the art wall project. She called for more incentives <br />for healthy youth behavior rather than prohibitions and penalties. <br /> <br /> iii.
