Comments and concerns were raised in <br />four areas related to the proposed methodologies: <br />1.Proposed imposition of a charge on office, commercial and industrial and other <br /> <br />nonresidential development; <br />2.Determination of parks SDC rates for residential development based on household size; <br /> <br />3.Relationship of the parks SDC to the Parks Recreation and Open Space (PROS) <br /> <br />Comprehensive Plan; <br />4.Request related to transportation SDC credits for right-of-way dedication for a bicycle <br /> <br />path. <br />Each of these areas of comment is addressed below. <br /> <br />1. Proposed imposition of a charge on office, commercial, industrial and other nonresidential <br />development <br />A number of comments were received expressing concern with the proposed imposition of a <br />parks SDC on office, commercial and industrial types of development. The most commonly <br />expressed concern was regarding the nexus or correlation between park capacity demand and <br />commercial and industrial development. Other concerns were specific to the proposed method <br />of establishing the nexus, a park user survey, and the methodology for assigning categories of <br />demand to individual development types. <br />The City Council examined these issues in a work session on October 25, 2006.
