At the work session, the council <br />recognized Beam Development and KWG Development Partners as qualified developers and directed <br />the URA Director to work with the two developers to explore and return with more detailed project <br />concepts for review and approval. <br /> <br /> <br />BACKGROUND <br /> <br />On November 27, 2006, the URA provided direction to issue an RFQ for the redevelopment of West <br />Broadway based on approved criteria. An RFQ was issued on December 8, 2006, with a submission due <br />date of February 9, 2007. The City received responses from Beam Development (Beam), CenterCal <br />Properties, Greg Bryant, KWG Development Partners (KWG), and MidTown Development. <br /> <br />The action taken by the URA at the March 12, 2007, work session directed staff to work with Beam and <br />KWG to explore project concepts in more detail, with opportunities for community input, and to bring <br />the following supplemental information back to the URA for review and approval: <br /> <br />Project cost and scale <br /> <br />? <br />Development footprint <br /> <br />? <br />Mix of uses <br /> <br />? <br />Transfer of property <br /> <br />? <br />Design and sustainability <br /> <br />? <br />Parking requirements <br /> <br />? <br />Feasibility of building reuse <br /> <br />? <br />Preservation of Centre Court and Washburne buildings <br /> <br />? <br />Preservation of local businesses <br /> <br />? <br />Level of financial participation from the URA <br /> <br />? <br /> <br />Following the work session, the Agency Director and staff met with representatives from both <br />development teams and requested the supplemental information. The Agency Director and staff also <br />toured projects completed by Beam and KWG in the Portland area.
