Ms. Bettman, seconded by Mayor Piercy, moved to change the status of the bill to Priority <br />1, Oppose. <br /> <br />Responding to a question from Mr. Pryor, Ms. Wilson said she did not think the bill was moving. The bill, <br />related to inclusion of land within an urban growth boundary for cities greater than 100,000 in population, <br />was being “lumped” together for discussion by a special work group. Staff was tracking those bills and <br />could return with more information. <br /> <br />The motion passed unanimously, 3:0. <br />SB 2921 <br /> <br />Ms. Bettman indicated her interest in changing the status of the bill to Monitor. <br /> <br /> Ms. Bettman moved to change the status of the bill to Monitor. <br /> <br />The motion died for lack of a second. <br /> <br />Ms. Bettman determined from Mr. Yeiter that the bill would facilitate lay representation in land use <br />procedures. <br /> <br />Mr. Pryor and Mayor Piercy preferred to retain the position of Support, so there was no change to the staff <br />recommendation. <br /> <br />HB 3011 <br /> <br />Ms. Bettman wanted to refer the bill to the council as she preferred to take a neutral position. <br /> <br />Mr. Yeiter said the bill would mean the City would have to deny annexations that were not directly <br />contiguous to the city if a boundary commission was not in place. The bill would also eliminate streets as a <br />point of contact for establishing contiguity with the city limits. <br /> <br />Ms. Bettman, seconded by Mr. Pryor, moved to change the status of the bill to Priority 2. <br />The motion passed unanimously, 3:0 <br /> <br />HB 3012 <br /> <br />Mr. Yeiter overviewed the elements of the bill, which would allow cities and special districts to extend any <br />services outside its boundaries if done for another government without it counting as an extraterritorial <br />extension of services. Staff recommended a position of Priority 2, Oppose. Ms. Bettman indicated support <br />for the staff position. <br /> <br />SB 507 <br /> <br /> <br />Responding to a question from Mayor Piercy, Ms. Wilson confirmed that the bill in question, related to the <br />redesignation of marginal lands, was part of the Ballot Measure 37 group of bills and those bills were not <br />moving at this time. She said it was possible they would move individually.
