<br />Ms. Bettman wanted to make the bill a Priority 1 because she believed it would constrain the City’s ability <br />to do land use planning. <br /> <br />Ms. Bettman, seconded by Mayor Piercy, moved to change the status of the bill to Priority <br />1. The motion passed unanimously, 3:0. <br /> <br />SB 739 <br /> <br />Ms. Bettman thought the bill had the potential to threaten agricultural land. There was consensus for Ms. <br />Bettman’s recommendation that the committee take a position of Priority 3, Oppose, on the bill. <br /> <br />SB 758 <br /> <br />Mr. Yeiter said the bill eliminated island annexations and staff felt the City needed to retain that ability. Ms. <br />Bettman asked that the bill be forwarded to the City Council. There was no objection. <br /> <br />Ms. Bettman, seconded by Mr. Pryor, moved to change the status of the bill to Priority 2, <br />Monitor, and to flag the bill for discussion by the council. The motion passed unanimously, <br />3:0. <br /> <br />SB 765 <br /> <br />Ms. Bettman, seconded by Mayor Piercy, moved to change the status of the bill to Priority <br />1. The motion passed unanimously, 3:0. <br /> <br />SB 17 <br /> <br />Ms. Wilson noted Mr. Weinman’s objection to the preemption of local law included in the bill. Ms. Bettman <br />wanted to oppose the bill unless amended to remove the preemption. <br /> <br />Ms. Bettman, seconded by Mr. Pryor, moved to change the status of the bill to Oppose <br />unless amended. The motion passed unanimously, 3:0. <br /> <br />The committee then considered the bills related to human resources. <br /> <br />SB 321 <br /> <br />Ms. Bettman wanted to support the bill, which would modify the definition of nudity as it related to breast- <br />feeding and would require employers to provide paid unpaid time for employees to express milk. Ms. <br />Wilson indicated the bill was dead; it had been referred to a committee in January and had not had a hearing. <br />Mayor Piercy suggested the City take a position of Monitor. <br /> <br />Responding to a question from Ms. Bettman, Ms. Towle indicated that the staff objection was to the manner <br />in which the accommodation was mandated. <br /> <br />Ms. Bettman, seconded by Mr. Pryor, moved to change the status of the bill to Priority 3, <br />Monitor.
